Notice on matters related to pv power generation in 2018

In recent years, with the continuous expansion of the scale of photovoltaic power generation in China, the speed of technological progress and cost reduction has been significantly accelerated. In order to promote the healthy and sustainable development of the photovoltaic industry, improve the quality of development and speed up the decline of subsidies, the relevant matters of pv power generation in 2018 are hereby notified as follows.

First, reasonably grasp the development rhythm and optimize the new construction scale of photovoltaic power generation

(I) according to the actual development of the industry, the construction scale of general photovoltaic power stations will not be arranged temporarily in 2018. Before the state issues a document to start the construction of ordinary power stations, each region shall not arrange the construction of ordinary power stations requiring state subsidies in any form.

(ii) standardize the development of distributed photovoltaic. This year, about 10 million kilowatts were allocated to support the construction of distributed photovoltaic projects. Considering the existing situation of distributed photovoltaic power generation this year, it is clear that distributed photovoltaic power generation projects which are connected to the grid before May 31 (including) are included in the scope of scale management recognized by the state, and projects which are not included in the scope of scale management recognized by the state shall be supported by the local authorities according to law.

Support pv poverty alleviation. We will implement the requirements for targeted poverty alleviation and targeted poverty alleviation, promote the work of photovoltaic poverty alleviation, and timely release the second batch of pv poverty alleviation projects in the 13th five-year plan under the precondition of implementing conditions and strict review by various regions.

(iv) orderly push forward the construction of the leading base of photovoltaic power generation. This year, the scale control of pv is studied again.

(5) encourage all regions to issue policies to support the development of the photovoltaic industry according to their actual conditions, and arrange various types of photovoltaic power generation projects that do not require state subsidies according to the conditions of network connection and relevant requirements.

Speed up the decline of photovoltaic power generation subsidies and reduce the intensity of subsidies

We will improve the electricity pricing mechanism for photovoltaic power generation and accelerate its decline.

(I) from the date of issuance of the document, the benchmark feed-in tariff of new photovoltaic power station benchmark will be reduced by 0.05 per KWH, and the benchmark feed-in tariff of class I, II and III resources will be adjusted to 0.5, 0.6 and 0.7 per KWH respectively (tax included).

(2) from the date of publication, the newly commissioned distributed photovoltaic power generation project which adopts the mode of "self-use and residual power network" will be reduced by 0.05 yuan, that is, the subsidy standard will be adjusted to 0.32 yuan per KWH (tax included). The distributed photovoltaic power generation project which adopts the mode of "full online" will be implemented according to the price of photovoltaic power station in the resource area. The self-consumed electricity of distributed photovoltaic power generation projects is free from all kinds of government funds and additional fees, system reserve capacity fees and other related grid-connected service fees charged with electricity price.

(iii) benchmark electricity price of village-level photovoltaic poverty-alleviation power station (0.5 megawatt or less) in line with national policies shall remain unchanged.

Third, give play to the decisive role of market allocation of resources and further strengthen the efforts of market allocation projects

(I) all common pv power stations shall determine the project owner through competitive bidding. The price determined through bidding shall not be higher than the benchmark feed-in tariff after price reduction.

(2) we should actively promote the marketization of distributed photovoltaic resources, encourage local governments to issue competitive tenders for the allocation of distributed photovoltaic power generation projects other than household photovoltaic power generation, and encourage local governments to increase market transactions in distributed generation.

(3) when carrying out competitive allocation of various regions and projects, the feed-in tariff shall be taken as an important competitive optimization condition, and unfair competition and price limit competition shall be strictly prohibited, and sufficient competition and construction quality shall be ensured. The provincial energy authorities shall, in a timely manner, copy the projects determined by means of competition as well as the price of on-grid electricity or power subsidy line to the provincial price, the financial authorities and the national energy administration's supervisory agencies.
